Oven Beef Stew

2 lbs. beef stew meat, trimmed
4 med. potatoes, cut into 1 in. chunks
6 med. carrots, cut into 1/2 in. chunks
1 med. onion, chopped
2 c. tomato juice
1 c. water
3 T. quick-cooking tapioca
1 tsp. sugar
2 tsp. salt
1/2 tsp. black pepper

Preheat the oven to 350 degrees.  Coat a 9 X 13 baking dish with nonstick cooking spray.  In the baking dish, combine beef, potatoes, carrots, and onion; mix well.  In a large bowl, combine the remaining ingredients; mix well.  Pour over the beef and vegetables.  Cover tightly with aluminum foil and bake for 2-2 1/4 hours, or until the beef and vegetables are tender.  *Note:  This is the perfect dish for a make-ahead dinner.  Just put it together, cover, and chill.  Start baking  it 2 1/2 to 3 hrs before serving.
